Kazakhstan comedy Tulpan has universal appeal

(Hollywood Reporter) - Polished, funny and utterly charming, Kazakhstan director Sergey Dvortsevoy’s debut feature, “Tulpan,” won the top prize in the Un Certain Regard sidebar at the Cannes Film Festival.
